Joe Sloan
Enrique Vazquez

Over the course of his career, Joe Sloan has directed residential and commercial recycling, municipal contract development, commercial market development, comprehensive recycling programs, solid waste facility development, efficiency studies, rate adjustment process and public policy analysis.  Mr. Sloan’s success in waste management can be attributed to his ability to rally diverse, sometimes adversarial groups of investors, corporate and public leaders, grass roots activists, managers and employees towards the accomplishment of a common goal.

Enrique Vazquez is a broadly experienced municipal solid waste and recycling advisor providing a wide range of consultative services to municipalities.  Mr. Vazquez has proven experience in executive decision-making, policy direction, strategic business planning, financial management and labor relations.  He is a strategist experienced in developing, presenting, and guiding projects through to closure.  He offers excellent interpersonal skills with ability to interact with a range of personalities and styles.

Charissa McAfee

Charissa McAfee has 20 years of management experience, including proven capabilities in securing and managing multi-million dollar, high profile municipal solid waste and recycling contracts, having had direct responsibility for managing numerous solid waste and recycling franchises. Ms. McAfee has also conducted in-depth regional infrastructure and economic feasibility studies, and authored numerous competitive proposals, applications and comprehensive reports. Ms. McAfee earned a Bachelors Degree in Sociology and a Masters Degree in Business Administration.

Sue Vaccaro

Sue Haber Vaccaro has over 30 years of experience in government and community relations, media, strategic planning, and change management.  Ms. Vaccaro began her career working in radio and the movie industry then moving on to ABC Channel 7 News in San Francisco as a researcher and writer/producer. From there she became the District Representative for Congressman Vic Fazio for the Solano and Yolo counties. She later went to Kaiser Permanente to lead their Public Affairs Department in the Solano and Sacramento Valley area and eventually served as the Associate Government Relations Director for the state of California. Vaccaro then moved to Republic Services Company as a representative for the Fairfield Suisun area and then promoted to Senior Area Municipal Services Manager overseeing Government relations and municipal marketing strategies for business retention and new business development in Northern and Central CA.  Most recently Vaccaro worked at Comcast NBCUniversal as the Senior Director of Government Affairs for the CA Region. She graduated from University of CA, Berkeley with a Bachelor of Arts in Political Science.  

Philip Stecker   

Phil Stecker has over 40 years of management, strategic planning, investigation, and implementation experience in the fields of solid waste and wastewater. He has a broad range of experience working in both the public and private sectors and is a Board Certified Environmental Engineer (BCEE) in Solid Waste Management with the American Academy of Environmental Engineers. He holds two patents from the U.S. Patent Office that were issued in 1997 and 2003.
